Chiya was standing firmly while firing her handgun constantly. The shells from the gun were dropping on the metal floor instantly after firing. She had a new handgun, but it was the same kind as before. Brock Blaskovitz had confiscated her original handgun during her capture. Chiya had one bullet left in the chamber. She had to make the last shot count. She fired the last bullet, then slowly lowered her handgun and exhaled.
Seppuku ran up to her and flailed his hands in the air, “Chiya!” he shouted angrily. Chiya glanced at him, Seppuku stood to her side, “That was terrible, you may have hit most of the targets, but you only just grazed the edges! That last shot you didn’t hit a damn thing!” he lectured loudly.
Chiya was practicing inside of the shooting range, yet another large room that the base had. There was a wide area with popup targets behind a railing, Chiya had been shooting at these targets.
Chiya holstered her weapon and stuck her tongue out, “Well I never pictured myself blowing things up with this machine gun anyways.”
Seppuku face palmed and growled, “That is not a machine gun…”
Earl had charged into the room at that moment, he was panting immensely. Seppuku and Chiya both turned towards him. Seppuku was the one who immediately approached him, assuming that Earl had something important to say.
“Seppuku, the Galactic Federation is on the phone. They wish to speak to you right away.”
Seppuku gasped and stepped back in shock, he then growled, “How the Hell did they track down my base?”
Earl shrugged, “No idea, but they didn’t sound very happy.”
Seppuku said nothing more to Earl as he simply began walking back to his office angrily. Earl looked down at Chiya who appeared more confused than anyone else in the room. Chiya and Earl both followed Seppuku back to his office.
A few moments later, Seppuku was privately communicating with the Galactic Federation in his office via phone. Earl and Chiya were standing by silently, waiting for him to wrap up his conversation with the Federation. The Galactic Federation was the major intergalactic alliance of the universe—basically serving as a futuristic United Nations. The Federation also had a universal police force, going anywhere from simple officers to the special task force that notable people like Rick Wheeler were in.
Seppuku slammed his fist down on his desk angrily, “No, we’re going to talk right here!” he demanded.
Chiya began to tremble. She couldn’t imagine what Seppuku did that could get him involved with the Federation. If the Galactic Federation had requested him, then it was probably not for good intentions. The Federation was not allowed to watch over the planet she was raised on, Mysteria, so she wasn’t very familiar with how they operated. But her planet had taught her to dislike the Federation. Mute City was the center of attention for the Federation, which was ironic considering there was a heated gang war going on in the Lower City.
Moments later Seppuku slammed the phone back into his computer with a clear sign of passionate rage. He continued to stare at the computer screen, but momentarily stared straight into Chiya’s eyes with a very enraged expression. Seppuku continued to stare into Chiya’s eyes for a few moments. Chiya moved her eyes slightly as she now felt very uncomfortable.
“S- so have you always had that hat?” she asked with a nervous smile.
“Dammit, shut up!” he yelled as he rubbed his forehead.
Chiya’s eyes began to water at his demand, feeling hurt at his hostile nature. Seppuku stood up and walked toward the door, he was practically stomping every step that he took.
“We’re expected at the Galactic Federation Headquarters, they didn’t state what they want,” he explained angrily.
Earl widened his eyes, “We‘re? You mean they know who we are as well?”
“No, but you two are coming with me anyways,” he responded coldly. Chiya lowered her eyebrows nervously, feeling that he was going to try and pull them down with him if something were to go wrong.
The three had wasted no time and immediately entered the garage. Seppuku signaled for the Red Dove to open up the cockpit. Chiya and Earl were to drive the normal vehicle and would simply have to try and keep up with the Red Dove. Chiya sat in the passenger’s seat as Earl got in the driver’s seat. Both Chiya and Earl were feeling uncomfortable by Seppuku‘s sudden attitude. Seppuku was drove away before the two could even buckle up. Earl growled and slammed his hands against the wheel in frustration.
“Dammit! Will you just calm down!?” he yelled aloud.
Chiya looked at Earl somewhat disturbed by him, as she was the only one not angry. Earl tried keeping up with the Red Dove, Seppuku was at least being fair enough to drive slowly. An F-Zero machine could go four times as fast as a normal vehicle. Chiya glanced at Earl again, he appeared overly frustrated at Seppuku.
“Why is Seppuku so upset about this? I mean I understand why, but he’s usually so cool-headed about everything else,” Chiya commented calmly.
Earl let out a fake laugh, “You’ll find out not long from now, let’s just start off by saying, he and the Federation do not see eye-to-eye with each other…”
“Well, he made that much clear over the phone,” she muttered silently.
Earl exhaled, trying trying to calm down for Chiya‘s sake, “I’ll be honest, I’m not scared about what they want with him, I’m afraid of how he’s going to act in front of them.” Earl quirked his mouth and sighed, “When it comes to the Federation, Seppuku can act a bit, unusual.”
Chiya grinned, “He does have that special charm…”
The Galactic Federation HQ was the tallest building in Mute City, thus making it was one of the many points of interest in the Upper City. The HQ was fairly far away from Seppuku’s base, but only a bit away from the race track she’d been to. Chiya was able to walk to the track in the beginning of her adventure.
Chiya pushed her legs together and looked down nervously, “Do you like Seppuku?” her tone was easily telling Earl that she had asked herself that same question.
Earl exhaled while trying to stay on the Red Dove, “He isn’t a bad person, I promise you that. If you were his own daughter, he would still treat you the same way. The man has that kind of attitude about things, and unfortunately is very stubborn.”
“He kind of reminds me of Captain Falcon, he has a similar face—but lacks the sexy muscles,” Chiya pointed out.
Earl shook his head in agreement, “Yeah, he has similar facial features in a way. He actually does have muscles, he just never reveals them because he is always wearing that dark moody coat of his.”
Chiya held her cheek as she stared at the Red Dove, a good question she had, was where Seppuku had obtained the Red Dove if he had owned it prior to meeting Earl.
“Never mention Captain Falcon to Seppuku though, it gets him really worked up,” he warned with his finger up to her face.
“Why’s that?” she asked nervously.
Chiya was still trying to learn who’s side Seppuku was on, good or evil. So far he seemed to possess both good and bad traits.
“Not sure, anytime he sees Captain Falcon’s image he gets all angry. Even in the Grand Prix he tries pushing Captain Falcon around, same goes for Blood Falcon though. He seems to just hate both their guts.”
If he hates both a good and bad guy, he must be neutral… Chiya thought to herself.
The two continued to talk about less important things until they arrived in the Upper City. Chiya was always amazed at how much different this part of the city was in contrast to the Lower City. Likely the most noticeable part of the Upper City for Chiya, was that there was traffic. The Lower City was a ghost town compared to this. Other differences were that there were more lights on buildings, people walking around, a body of water, and ships flying around in the sky. Chiya looked around for the tallest building, she momentarily spotted a huge tower--this was the HQ.
Earl pointed at the pedestrians on the sidewalk, “See that? Look how excited everyone is getting simply over an F-Zero machine driving down your ordinary road. It’s crazy.”
Chiya looked outside and widened her eyes. He was right, people were pointing, vehicles were pulling over, and some people were taking photos. Chiya was originally like these people and would be doing the same if it weren’t for the fact that she now worked so closely to an F-Zero racer.
A few minutes later the three all met up in front of the Federation HQ. Seppuku appeared to be back in his calm state, standing still with his coat blowing along with the wind. His dark appearance was very unfitting in such a happier looking part of Mute City. He looked over at the two and signaled for them to follow him. They all walked together through the door.
Chiya was amazed how advanced this building was compared to Lower City buildings—such as the now destroyed Rough Odds. What was confusing was that no one had come to greet Seppuku or anything, he was just proceeding throughout the building as if he knew the place by heart. Chiya had no idea what was going on, but Seppuku clearly knew what he was doing. What was truly strange however, was when they came to a door that required computerized access. Seppuku had pulled out a card and swiped it in, giving him access. Chiya was completely lost but did not speak, fearing that she would receive yet another negative comment towards her.
The door opened, revealing an elevator. The three stepped inside and Seppuku entered what floor he wished to go to on a screen. The door closed, and Seppuku looked down at the ground angrily.
“When we get up there, you will not speak unless instructed to,” Seppuku ordered.
Chiya nodded affirmatively and waited for the elevator to take them up all the way. Chiya and Earl exchanged glances, Seppuku remained still looking forward motionlessly. Moments later, the door opened and they stepped forward into a hallway leading to several offices. Finally, Seppuku led them into a comfortable looking room with huge windows. He then shut the door behind them. Chiya now knew for a fact that Seppuku had been here in the past, especially since he had a card that let him into the elevator. Chiya turned her head and raised a curious eyebrow, a woman was standing in front of a window. She slowly turned around and greeted Seppuku with a cold stare. It was Jody Summer, Chief and spokeswoman of the Galactic Federation, she was also an F-Zero racer piloting the White Cat.
“Lieutenant,” she greeted seriously.
“Yo,” Seppuku greeted back.
Jody closed her eyes and cleared her throat with a straight posture, “We’ve ha-”
“How did you track me down?” Seppuku initially demanded.
Jody and Seppuku were both standing still, only looking at each other. Both were of similar height with angry expressions. Chiya found the similarities the two had to be shockingly close.
“We’ve always known where you operate,” she responded with narrowed eyes. Chiya felt that this conversation was going to get very tension filled, it had only been seconds and Seppuku already seemed to be running the conversation. “Seppuku, we’ve had it with your illegal thug group. You’ve left hundreds of people thinking we were attacked by terrorists when all of those explosions went off in that Red Star complex yesterday…”
“Hang on a minute!” Seppuku shouted while flailing his arms into the air. He spun around towards Chiya with an excited expression, “You blew things up!? Progress! I’m so proud of you Chiya!” he commended her loudly.
Chiya was heavily disturbed by the strange way Seppuku was acting, “Thanks…”
Jody face palmed and sighed, “Seppuku, you can’t be doing these things. You don’t work for the Galactic Federation anymore,” she lectured.
“Damn right I don’t, at least I get the job done!” he immediately countered in a hostile tone.
Jody slammed her eyes shut while growling, then exhaled, “Since you insist on being a child, I’ll cut to the chase. You’re going to stop getting involved in this gang war, or we’ll have you arrested like the many other criminals behind bars.”
Seppuku chuckled at her, his sharp teeth revealed as he smiled, “Like Michael Chain, Black Shadow, Blood Falcon, Samurai Go-”
Jody poked his chest roughly, “We have this gang war under control! You’re only provoking more violence!” she shouted loudly.
“-and where is this, supposed control? Was it in that bar that exploded?” he said playing with Jody‘s anger.
Why is he challenging her so much, he could get us all in trouble..! Chiya thought to herself nervously. Chiya glanced over at Earl, who had a look of discontent. He was right to be worried about Seppuku’s behavior.
“You’re not appreciating what help we have been able to provide the Lower City with very much…” she lectured.
Seppuku grunted in disgust at her comment, “What a bold statement. I’m glad you people fired me, I was such a fool back then pretending to help people, while spending all of that money on spectacular clothing like yours,” he said acknowledging Summer’s clothing. Seppuku let out a chuckle as he dipped his head, “You’re looking very pretty today, Ms. Summer.”
Jody was trying to prevent herself from blushing at him she grinded her teeth and turned around, “Mr. Bendek, get him out of here, I’ve said what needed to be said.”
Earl grabbed Seppuku by the arm and began dragging him away, “Oh, and I’m looking forward to kicking your ass in the Grand Prix!” he shouted at Jody while leaving.
“You, stay here,” Jody said pointing at Chiya.
Chiya grunted, “Yes, ma’am?” she said quickly saluting Jody.
Seppuku stepped towards the door and grunted, “Don’t listen to her Flower! She’s a horrible pe-“
Jody slammed the door shut, blocking Seppuku from eavesdropping on them. She then turned towards Chiya with a serious look.
“What are you doing with this man?”
Chiya was trying to think of an answer but was having an issue coming up with one, “U---uh, well, he saved me from a bad fate and took me off the streets into a better home.” Chiya swallowed nervously as she tried to look into Jody’s cold eyes, “Basically, he gave me a second chance…”
“You’re hanging around a bad crowd, you should leave now before you get yourself into trouble,” she warned.
Chiya bit her lip nervously, “I’m not sure I understand, what’s Seppuku doing wrong?”
Jody brushed her hair aside, “He’s interfering with police business, he no longer works here, therefore what he is doing is dangerous, disruptive, and against the law.”
Chiya looked back, making sure that the door was shut, “Why did Seppuku get fired from the Federation?” she asked quietly.
Jody walked over to the large window again, looking over the vast amount of buildings in Mute City, “Let’s just say, his method of working was a bit, unorthodox. So we had to get rid of him.” Jody put her hand on the window and looked downward sadly, “Losing him was a huge loss for the Federation. He was a natural born task force agent, but, he just had some kind of bloodlust, he believed that criminals deserved nothing but a cold death…” she explained with a solid stare through the window.
She turned back at Chiya, who had an unchanged expression as she didn’t find this reasoning very surprising, “He was of course very angry when we fired him. You can imagine my surprise after I discovered that he would be F-Zero racing that same year. But to be honest, it wasn’t very surprising to anyone of us here that he would want revenge in some way.”
Chiya nodded, “I agree.”
Jody smiled, “So you’ll run from him?”
Chiya was staring into her eyes. Jody was very similar to Seppuku, her eyes would not move the slightest bit until a response was given. Chiya felt like she was talking to a female version of Seppuku--only less scary.
“No,” she simply answered after exhaling.
Jody Summer shook her head in disapproval, “I see. Just wait, by the end of this you’ll have met with an unlikely fate, even if we don’t really intend on arresting him.”
Chiya was quickly becoming offended by her lack of faith in Seppuku, “Nothing will happen, once this gang war is resolved Seppuku will likely retire and focus on F-Zero completely.”
Jody let out a single laugh and shook negatively, “Fine, but let me tell you this. No matter what, do not attach yourself too much to your companions, one day it will lead to suffering…”
The cryptic sentence Jody had just spoken left a chill going down Chiya’s spine. Without saying anything else Chiya turned and walked out the door. Chiya was ultimately siding with Seppuku through this encounter, finding Jody somewhat immature.
Seppuku and Earl had been waiting for her to come out of the room. The first moment Seppuku saw Chiya he marched over to her, “What did that bat say about me?” he demanded.
Chiya looked away from him, afraid of Seppuku’s superiority over her, “She didn’t recognize me, so she wanted an introduction. That’s it.”
Seppuku was searching Chiya’s eyes for a sign of untruth, but ultimately spun around, “Well I was wrong, that was really fun!”
Earl sighed at him as they walked back into the elevator.
Not long after the encounter Seppuku had raced home, this time leaving the two way behind in the Upper City. Chiya and Earl were simply enjoying their time in a crime free area and were exploring the Upper City together. They had no intentions of leaving the Upper City very quickly, as it was much better than the Lower City.
“So, you’ve ever been up here?” asked Earl.
“Only once, when I first arrived in Mute City, and of course for the first F-Zero race of this Grand Prix,” she answered with a smile at the mentioning of the Grand Prix.
Earl was looking at the ocean connected to Mute City, he was distracted by its beauty, “I wish we could just operate up here instead, but Seppuku insists on laying low.”
Chiya broke her smile, looking down at her legs with her eyes half closed sadly, “Jody Summer told me that I shouldn’t get too attached to you guys, as it’ll just leave to suffering,” she spoke in an unsure sounding tone.
Earl shrugged at this, “Eh, sounds like she’s just trying to scare you. To be fair, Seppuku could use some scaring.”
Chiya giggled, “Didn’t seem like he was very scared, looked like he was running the show,” she said now smiling again.
Earl flailed his hand around, “Yeah, that’s exactly what I was talking about! He just made Jody look like a fool, and believe it or not, we are on their side. Seppuku makes it sound like we’re looking for a war with them!” he complained. Chiya was staring at Earl, interested in everything he was saying. Earl then breathed in, looking at the happy Chiya, “Screw Seppuku, there’s a place up here I should show you.”
“Alright then,” Chiya simply responded.
The two drove up to a café minutes later, which had only a few others parked there. The two entered the café and sat down, the cafe was clearly made for F-Zero fans, specifically Captain Falcon fans. The café had many pictures and other things relevant to him. Chiya was fascinated with the classic look of the café, it was very modern--yet designed to look old-fashioned. She looked at a motivational poster of Captain Falcon smashing the Blood Hawk; Blood Falcon’s vehicle with one burning punch.
Chiya lowered her eyelids and exhaled with a dreamy smile as she stared at the poster, “I actually was a Captain Falcon fan before I met Seppuku…” Chiya muttered softly.
“Sure, Captain Falcon is one of the better role model racers after all,” the man running the place said walking over to them. He had brown hair, a white shirt with a red bowtie, and had average muscles; his name was Bart Lemming.
“Hello Bart,” Earl greeted.
Bart put his arm on the table, “Earl Bendek, what are we talking about?” he asked while grinning.
Earl rolled his eyes in exhaustion, “Just got back from a mission with Seppuku, he kind of gets on your nerves quickly though, so we needed a break,” Earl said traitorously behind Seppuku‘s back.
Bart raised an eyebrow at Chiya, “Is this nice woman yet another one of your-”
Earl widened his eyes and interrupted him by fake coughing, “Oh! This is Chiya Flower, a new associate of his.”
Bart nodded while looking into her eyes, “We’ve met before.”
Chiya looked at him confused, “You’re probably mistaken, I live down in the Lower City with Earl.”
Bart grinned at her for a few moments, he closed his eyes and nodded, “You’re probably right then. My mistake.”
The television on the wall began to pull up an advertisement for the next race, it was flashing poker cards across the screen then showed the Blue Falcon racing on the track. While the camera was following the Blue Falcon more cards were flying towards the screen as special effects, finally displaying the message, Purchase tickets now : Casino Palace, Mute City.
Chiya was staring at the Blue Falcon driving around the track, she felt that she was now forced to be a diehard Seppuku fan now that she was associated with him, but something about Captain Falcon still stuck with Chiya more.
“So Mute City has two tracks then?” asked Chiya.
The two began to laugh at her in response. Chiya immediately felt as if she had asked a stupid question. She was becoming a little frustrated as to why her simple question needed to be answered with laughter. Earl patted her back and smirked.
“There’s more than that, I think five or six are in Mute City,” Earl finally replied.
Chiya looked at him quickly with a surprised face, “How? How can this one city hold so many race tracks?”
Bart was cleaning a glass with a rag and looked up, “There’s the underground track, which was where the previous race took place; Casino palace, the sky track, one that is just above the atmosphere, and one normal track on the ground.”
Earl let out a laugh, “All of which Captain Falcon controls in every race,” he added, complimenting the famous racer.
Bart nodded, “Captain Falcon is a man of talent, he even has time to hunt the unlawful of the universe as a Bounty Hunter.”
Chiya widened her eyes, Bounty Hunter? So he’s somewhat of a violent man then…
The three continued to talk for a bit, Chiya and Earl eventually had requested drinks. They were in no rush to get back to base and certainly not anxious either. The discussion on Captain Falcon seemed to be what was going around the room. Not long after entering the café most of the other customers had left, leaving only the three in the building.
“The worst he ever did in a Grand Prix was in the great accident, which led to Blood Falcon’s creation,” Bart added to the conversation.
Earl was about to respond, but suddenly Bart grunted at the sight of something outside of the café. Earl and Chiya looked back quickly and found a pink F-Zero machine drive in. It’s body was fat and the fins had flames.
“Fire Stingray…” Bart muttered with narrowed eyes.
Suddenly the door opened. A fairly large man came walking in silently. It was Samurai Goroh. Chiya was frightened at Goroh’s casual expression, simply walking in and sitting right next to Chiya. Chiya jolted up straight and gritted her teeth, she was not looking at him as she greatly feared him. Goroh was one of the four original F-Zero racers alongside Captain Falcon. Goroh was a somewhat obese racer, he wore a brown sleeveless jacket, carried a katana, a racer’s helmet, oval sunglasses, and a Japanese bandana.
“Samurai Goroh, of the Fire Stingray…” Bart welcomed with a somewhat hostile tone.
Goroh sat still not responding to the welcoming. Earl had a look of great discontent, not looking directly at the Japanese Warrior. Bart cleaned the counter in front of Goroh, not taking his eyes off of him. Goroh within seconds had completely killed the happy environment. Earl was feeling nervous, and Chiya was trembling as he sat right beside her.
“You’re pretty brave showing yourself in public like this, considering you are a highly wanted criminal,” Bart said accusingly.
Goroh simply grinned at his comment, “Give me your smallest glass, I aint’ staying here long.”
Bart continued to stare at him with a look of discontent, but gave him a small cup of coffee. Samurai Goroh was renowned for his space pirate gang. These pirates were not territorial, they traveled through space hijacking and looting random ships they encountered. Goroh was on the list of most wanted, making it very unusual for him to stop by a public place.
Chiya continued to tremble greatly, constantly glancing over at Goroh. She just wanted to leave immediately while she still could. Goroh quickly drank his coffee in one gulp and got up. He went walking back to the door, “I can tell when I’m not wanted around. Don’t bother calling the Federation, I’ll be long gone in a matter of seconds,” he said calmly walking out the door.
Earl continued to watch Goroh walk away. Within second the Fire Stingray drove away.
Earl stood up, “Well we better get going, Seppuku doesn’t even know that we’re staying up here.”
Bart nodded and departed back into the kitchen. Chiya followed Earl back to his vehicle, and they made their descent back into the darkness that was the Lower City.
The two entered the base again, both parted ways. Chiya planned on heading straight for her room, but then looked over at the display cases. She walked up to them, now possibly understanding something she previously was trying to figure out. The medals in the display case were now clearly revealed to be Galactic Federation medals. Chiya put her hand on the glass as she looked down at them. The medals appeared to be very prestigious, leaving Chiya to contemplate whether she had misunderstood just how valuable Seppuku was to the team before he was fired.
“I stand with what I said to Jody.”
Chiya widened her eyes startled by his sudden appearance, but tried to appear unshaken, “Which part of the conversation?” Chiya asked without looking back at him.
“That I’m glad I was fired, that team doesn’t understand my method of work. It may be more dark, but it gets the job done faster and more efficiently. Their way is inferior to mine.”
Chiya nodded, respecting his opinion on how things should be run, “So these medals are all from the Federation?”
Seppuku nodded affirmatively, “I know that they all admired my work, even Jody was having a difficult time lecturing me today, but with super villains like Black Shadow on the run we just don’t have time for mercy.”
Chiya crossed her arms, “But you spared one of the men who captured me that fateful night,” she pointed out.
Seppuku sighed and looked up at the ceiling, “Not every criminal deserves to die, some can be saved. Men like Black Shadow, Blood Falcon, Michael Chain; they all strive for the same goal, to terrorize. They cannot be fixed, so they must be removed from existence,” he concluded his sentence by shaking his fist.
Chiya turned around and pointed at the Blood Falcon helmet, “Where did you get that?”
Seppuku put his hand on the glass, looking down at the blue helmet. He was remaining silent as he simply stared at the helmet. He finally walked away, “Honestly, I don’t know…”
